Strategy for the creation of "social wisdom"

RIKEN Research Cluster for Innovation (RCI)

In April 2010, RIKEN established the RIKEN Research Cluster for Innovation (RCI) to provide a framework for applying the fruits of RIKEN's basic research to creating "social wisdom" that will contribute to the development and advancement of society.

This document sets forth RCI's strategy for the creation of useful "social wisdom" based on RIKEN intellectual property. This strategy is in line with the basic policies for RIKEN's intellectual property announced on April 1, 2011, which are in turn grounded in the "RIKEN Spirit" which has guided RIKEN's activities since its founding in 1917.

  1. Generation of intellectual property from the outstanding "individual knowledge" of RIKEN's individual researchers as well as the combined "RIKEN knowledge" to create "social wisdom" that will be useful for society.
    1. 1-1. To uncover valuable intellectual property held by RIKEN, the RCI will:
      (1) Work to raise the awareness of RIKEN's researchers on the importance of securing intellectual property rights.
      (2) Accurately grasp the scope of research being conducted within RIKEN, and improve communication with RIKEN's researchers.
    2. 1-2. To acquire intellectual property rights that are attractive to industry, the RCI will:
      (1) Implement active support policies to build new portfolios of strong patents with broad application and the potential for related inventions that are attractive to industry.
      (2) For inventions that do not form the basis for strong patents, make decisions on whether patent application should be made, taking into consideration economic value, such as cost effectiveness, and social value.
    3. 1-3. To ensure that RIKEN's intellectual property will contribute to "social wisdom," the RCI will:
      (1) Make information on RIKEN's intellectual property rights readily available to industry.
      (2) Actively encourage technology transfer from RIKEN to industry based on intellectual property rights.
      (3) Periodically evaluate RIKEN's collaborations with industry to provide feedback and thereby improve the collaborations.
  2. Creation and management of a framework that will make full use of RIKEN's overall strengths and intellectual property and that will reinforce RIKEN's collaborations with industry for innovation.

    The RCI will:
    1. 2-1. Build an efficient and effective framework for innovation and coordinate activities in line with "RIKEN's basic policy for baton zone research with industry" (formulated October 20, 2011) for the purpose of actively promoting strategic joint research with industry.
    2. 2-2. Publicize "RIKEN's regulations for implementing joint research" and "Policy regarding intellectual property rights with industryNew Window" in order to encourage private industry to collaborate with RIKEN.
  3. Through licensing and strategic joint research with industry, the RCI will increase RIKEN's income from outside sources, which will diversify RIKEN's funding, thereby allowing RIKEN greater autonomy in its research activities directed at contributing to the advancement of society.
